It’s on a large serving spoon and I’d be interested to know the maker.

This is, strictly speaking, a trademark rather than a hallmark. EP stands for electroplate and A1 shows that the manufacturer is claiming that the plating is top quality. Unfortunately there are many undocumented electroplaters and I suspect that this manufacturer may be one of them.
