Could anyone tell me if this mark is for silver or silverplate? it’s on a hip flask that weighs around 114grams. Trying to find out if it’s worth anything.

It is neither silver nor plated. This is a pewter mark. The seahorse is the symbol of the Association of British Pewter Craftsmen. I believe that the 92 means that the pewter comprises 92% tin. See this link.
