Certainly not from the U.K. Fake hallmarks like this would be a jailing offense. These punches have all the earmarks of U.S. silver plate. I can’t ID the maker, but there were a whole raft of them who freely made use of crowns and lions that bore a passing resemblance to the real articles from British sterling.

This mark crops up fairly regularly on this and other sites. As far as I know it has never been identified either as to manufacturer or country. The only certain information is that it is not silver.
