provincial silver marks

I have recently been offered 4 tablespoons in almost mint condition that are marked with a georgian head which i assume to be a duty stamp, the makers mark HP in a square losenge and what would appear to be an apprentice mark??? Can I safely assume that they are provincial silver or should I be wary? You help would be much appreciated. Thanks
