Really Confused About Date Mark On Sweetheart Brooch

Hi,

I’m really confused about this date mark on a Sweetheart Brooch. I thought these were made in Victorian times, but if I’ve read the date mark right, it’s 1921. Assayed in Birmingham, made by Joseph Richard Eaves. Please can you correct me if I’m wrong.
