Russian Silver Marks

I have 2 big spoons that I believe my family members brought with them from Russia in the late 19th/early 20th century. Im having trouble finding a location associated with the stamps. Is anyone familiar with Russian silver stamps?

The dates are almost certainly quite literal - 1898 really does mean 1898!

The 84 refers to the purity: 84 zolotniks equates to 87.5% purity, somewhat less than sterling (92.5%), but still quite respectable.

The city mark on both appears to be some variation on the St. Petersburg marks.

I’m having no luck with the initials, which could be either maker’s marks or assayer’s marks. A very murky area…
