I was told this is a salt cellar.
Salt cellars (or just “salts”) are normally open, without a lid. This would conventionally be for mustard but mustards normally have hinged lids. I don’t see any indication of silver content in the marks (see here for Portuguese silver marks) so probably electroplated.
