Silver hip flisk can anybody identify these marks find one on ebay the seller says its german or french and 19th c

These are pewter marks so your flask is not silver. The seahorse is the mark of the Association of British Pewter Craftsmen and on the left is the mark of Edwin Blyde & Co of Sheffield.
