Attached images are of the above item. I think that the city mark is Chester, date mark perhaps 1899. Can anyone confirm/refute this and any idea of value?

Yes, Chester 1899 is correct. The maker is Colen Hewer Cheshire of Northampton Street, Birmingham and the value is probably about £60 - £80.
