In fact the legislation provides for a specific exemption as these medals are not intended for sale or resale, as Phil notes.
However some early medals made by Garrards, a London jeweller to the Crown under licence are hallmarked:
The MBE, OBE and CBE were specifically created by order of George V for award both in and out of the armed services and since Garrards were then the Crown Jewellers it makes sense the King would have asked this rather than the Mint to create them.
My father got the same medal in 1944 and it has no hallmarks.
