There is no direct way of dating this.
CSL over RR is probably the manufacturer as the letters appear to be associated with the 7-51 mark which is probably factory-specific. So the Carrington mark therefore was probably applied as a retailer’s mark. Carringtons moved into the Regent Street address in 1870 and the address became London W1 rather than London W in 1917. That gives you a potential date range.
