London 1912/13 (London Dates - R). Goldsmiths & SIlversmiths Co Ltd (London Makers Marks - G&-GD). Try Ebay’s “Sold” listings for an approximate value.
I believe it is more likely to be for mustard than sugar.
Yes, I agree that it’s a mustard pot. It should have a glass liner and a tiny spoon.
