Could be 1917 too as this style of the WA mark was in use in both years.

If you forget about the Date letters and look at the style, it’s quite simple and elegant. So I’d say it is an Edwardian influenced design. Edwardian times ended in 1914, so this would fit if it was 1917 as It was right in the middle of WW1, so design features would have been restricted and not fussy or using extra silver for the pattern.
