Spoon marked Zuiderzee

I have a spoon which is in the shape of a spade and on the stem there are the words Zuiderzee-werken and the number 90. In the bowl there is an impressed design of an earthmover machine putting rocks into place. Can anybody help in identifying the spoon?

I think it must be a Dutch silverplated sugarspoon.
The design shows the ‘Zuiderzeewerken’… how they build a dike trough the Zuidersea (afsluitdijk) and a part became the IJsselmeer (lake). Later on they made dikes and ‘polders’… thats new land.
