Sterling 231 mark on vesta case

Bought a vesta case in a job lot some time ago but can’t work out what the marks mean.
The marks are on the lip of the case. I think sterling 231 indicates some kind of plate but the symbol at the start is what particularly puzzles me.

As it says “sterling” it really shouldn’t be some kind of plate - sterling means 925/1000 fineness and is often used by US manufacturers. I suspect that 231 is probably a pattern number. The mark on the left is the manufacturer’s logo but it’s not one that I have seen before and I have not been able to find it; it looks like a combination of the letters R, E and L which might give you a starting point.
