Strange Three-Legged Sheffield-plated Container.

I bought this container originally at a consignment store for $4.00 to hold a gift someone gave me.
I’ve never seen anything with this shape before and I’m curious if this type of container has a specific name.

After polishing it (it was nearly black from tarnishment), I came across an inscription on the bottom reading, “SILVER PLATED ON COPPER” and under that, “Made in Sheffield, England” with “08” under that.

Any insight about the history of this type of container, it’s intended use, it’s possible date, or it’s possible value is highly appreciated.
