Dutch Keltum.
Manufacturer is Koninklijke Van Kempen & Begeer, who started making silver items in the 18th century. They started the manufacture of silverplate, named Keltum, in 1936. (Cited from: I've seen this mark before.... silver cup/beaker/kiddush cup | Antiques Board)

Thank you very much. I did a Google search for vintage spoons of this brand and didn’t find anything even remotely similar to this spoon. But the hallmark really resembles this brand.

Ive never seen a caviar spoon with a metal bowl. Usually mother of pearl. Metal gives an off taste to the roe. But enough champagne can generall compensate.
