Sugar/ice tong hallmarks - help needed

Can not identify origins of these sugar tongs, searched all the guides but hitting brick wall.

First black square has letter ‘C’ in it.
Any help would be appreciated.

This is not a silver mark. Although I cannot identify the manufacturer, the mark is of the form used by electroplaters. Typically the letters RS will be the manufacturer’s initials and the L would be for the place of manufacture with L normally being London. The fish gives the purpose of these tongs - they are for sardines, not sugar.

Before the manufacturer’s mark RS there is small square with C stamped in it (it is just black square in the picture). It is much smaller and different font. Would you know what would it indicate?
