Sugar tongs with eagle mark

Hello all, these are a recent acquistion from the Netherlands. The marks appear to show an eagle or bird and then a presumably makers mark showing a H clearly with two pellets and what I believe may he a P, R or B though this second initial is worn or poorly struck.

I was thinking they may be German, from Aachen, Frankfurt or Heilbronn but I would love any more opinions. The punch being shaped around the bird seems unusual

A possibility is that this is a Scottish provincial mark, namely the town of Perth which is denoted by a double headed eagle mark. A candidate for maker could be Hugh Clarke, however the maker’s mark is poorly defined.

A nice thought I had also considered. It really seems like a single head however, at least to me. Another shot here

I definitely think so. I don’t think Hugh Clark however.

There seems to be a pellet before and after the H

The second initial also seems to have a straight back and perhaps a dot in the upper right so a P or B, maybe an I. It seems worn or incomplete

For symmetry I imagine it would have a pellet after it but perhaps not.

Another possibility could be that the mark is I.H, possibly for John Hogg a known Perth spoon maker.
