I am having trouble identifying this hallmark that is on a three piece tea set. Also, would this be sterling silver? Scratches don’t show a different color metal.

I guess nobody here can help. On the subject of whether it is sterling or not, the general rule is that if there is no indication of fineness; e.g. “sterling”, a hallmark, “925”, then it probably isn’t. Of course there are other silver standards, but they have their own indicators which your tea set clearly doesn’t have. The fact that scratches don’t show a different colour is not an indicator either - the whole thing could be a silver-coloured metal, or the base metal could be too similar a colour to the plating.
