Teaspoons. Can't identify marks

I’ve had a good search but can’t identify one of these marks. I’m thinking it’s the Assay office but can’t make out what the symbol is.

I’m really interested in knowing where they’re made and the age. The ‘R’ and makers marks ‘HP&C’s are very clear but meaningless (to me!) without knowing where they were made.

Can you tell me what the ‘blob’ between the lion and the date stamp is supposed to be? I keep thinking it’s a head and shoulders.:thinking:

I’ve just found it, I think. According to AI it’s probably George III duty paid stamp.
