Unable to read hallmark

I’m near Brisbane Australia and have come across this item for sale. However, I can’t work out what the hallmark says and whether it is silver or silver plate.

The useful bit of the mark is what it says above N34 in your somewhat unclear picture. I believe it is EPBS in gothic or Old English letters. This is a standard abbreviation for Electroplated Britannia Silver; i.e. the composition is electroplate on a base metal alloy (Britannia silver is a pewter-like alloy containing no silver whatsoever). As it is a generic abbreviation it doesn’t indicate who made it, or where.
