I think we’ll have to wait for a better photo. It’s tough to track down a maker when you can’t figure out any of the letters in the mark. The punch shape just isn’t enough to go on.
The hallmark is easier, and appears to be London, 1905. That will at least narrow the search.

Yes, I was looking for that quatrefoil punch, but without the right starting letter, that’s a tough slog.
