Unknown tableware?

I picked this silver plated cylinder up, measures approx 50mm tall, 45 mm in diameter. Small hole on the bottom, almost 45mm diameter hole at the top. Definitely from a pub around the 1950s. Im wondering what it was used for, would almist certainly sat on a pub tabke or bar, would a glass container have sat inside it containg sugar or salt?, the small hole underneath being there to push your finger through to pop the glass out at the top for washing maybe?. Walker & Hall 51788 stamped underneath and says A1 next to it. Anyone can help or post a picture of one complete that would be great!. Thanks
