Victorian Candleabra that I think is Silver Plate

I have another few pieces I could use help with. Thanks so much for being out there.

I would think its Victorian but, again, I am clueless about this stuff. Its heavy. Weighs 4 1/2 lbs, three arm candleabra I would think it would be called. 11" tall.

The only marks I find are on its underside which are “Li” but it has lots of tarnish so I could be missing something.

Is it silver plate? Is it Victorian? Does it have any value? Do people buy this kind of thing? I’m wondering if its worth posting to ebay. Belongs to a friend of mine.

Appears silver plated. If it wil polish up with little silver loss it might be worth $25-50.
