Victorian Paper Clip?

This belonged to my grandmother and may have come down from her father. She was born 1903 in Swadlincote, Derbyshire, so thinking it is likely is Victorian and made in the midlands

Trying to identify the hall marks, maker and date for a bit of family history. TIA

A London hallmark with the date letter K (?) for 1885/86 and the maker’s mark JR over SJ for Rosenthal, Jacob & Co.

Thank you, much appreciated. Next to the K is what looks like a queens head is that unusual?

The Victoria duty mark is normal for this date - in fact it is a required mark as it shows that the relevant tax has been paid. Duty marks were part of the hallmark from 1784 until 1889.
