Way too many Hallmarks on this Silver Memo Clip.

Silver Memo Clip has too many hallmarks. The Lion and Anchor (Birmingham, England Silver, although the Lion is facing to the right. The date is undistinguished, Any Clues? Then there is the B316 and a bell. What does this tell me?

Probably American by the Gorham Co. of Providence, RI. Would need a pix of the marks to be sure, and also if its sterling or silver plated. The number would be a pattern number.

P.S. - the bell is the Gorham date mark for 1900.
