It’s a Dutch (Netherlands) hallmark for 833 silver with the stylised date letter Y for 1908. I have no idea what it is especially as you don’t show the whole piece.

I guess it must be for serving something and the length of the handle suggests it might be something warm. Any ideas from anybody else out there?
